Conservation Efforts toward World Heritage Status

 

Conservation and Management System

The conservation and management system for the Baekje Historic Areas are operated by central and local governments, community and Baekje World Heritage Center under the practical force of law.

The Baekje Historic Areas is managed under the Cultural Heritage Protection Act, the foundation law of cultural heritage conservation and management in Korea. The act is mainly concerned with the proper management of cultural heritage, including the designation of agents to protect and manage cultural heritage, the roles and authorities of the agents and various regulations to maintain original conditions.

Ordinances relating to the conservation of the World Heritage among legislations of the local governments are 『Chungcheongnam-do Ordinance for Inscription on the World Heritage List and Conservation and Management of World Heritage』,『Jeollabuk-do Ordinance for Inscription on the World Heritage List and Conservation and Management of World Heritage』,『Iksan Ordinance for Inscription on the World Heritage List and Conservation』. Also, ordinances to establish the Baekje World Heritage Center aiming to conduct integrated conservation management system for the Baekje Historic Areas are established as below.

  • Chungcheongnam-do Ordinance on the Establishment and Support for the Baekje World Heritage Center
  • Jeollabuk-do Ordinance on the Establishment and Support for the Baekje World Heritage Center
  • Gongju-si Ordinance on the Establishment and Support for the Baekje World Heritage Center
  • Buyeo-gun Ordinance on the World Heritage Inscription, Management, and Utilization and Support for the Baekje World Heritage Center
  • Iksan-si Ordinance on the Establishment and Support for the Baekje World Heritage Center

Institutions such as the central government(Cultural Heritage Administration), provincial governments(Chungcheongnam-do province, and Jeollabuk-do province), municipal governments(Gongju city, Buyeo county, and Iksan city) and the Baekje World Heritage Center are closely cooperating with one another. In addition, they have signed a memorandum of understanding for effective interagency collaboration.

Cultural Heritage Administration

The Cultural Heritage Administration is a state-level managing body responsible for drawing up and coordinating comprehensive plans for the protection and conservation of cultural heritage including the state-designated Historic Sites which constitute the Baekje Historic Areas. In addition, the Administration is responsible for formulating policy on cultural heritage and their conservation, enacting laws required for the conservation and management of the Baekje Historic Areas, implementing policies, providing subsidies, and supervising integrated conservation and management organization.

The Administration draws up the basic plans for the conservation and management of cultural heritage, and is obliged to designate, cancel, protect and manage cultural heritage in its capacity as a central government agency. It is accountable for design examination, inspection, and construction evaluation with regard to the repair and maintenance of cultural heritage; establishes repair standards; and oversees the operation of the Cultural Heritage Committee.

Chungcheongnam-do Province

Chungcheongnam-do province has the Cultural Heritage Department affiliated to the Culture, Sports and Tourism Bureau taking charge of business related to the Baekje Historic Areas in Gongju and Buyeo. The Cultural Heritage Department consists of four teams, namely, cultural heritage team, cultural heritage management team, cultural area development team, cultural heritage conservation team. The teams do their best to conserve Baekje Historic Areas by establishing cultural heritage policy, designating designated heritage and conservation zone, operating cultural heritage festival, nominating World Heritage, conducting disaster prevention. Also, other departments within the Culture, Sports and Tourism Bureau develop cultural facilities, promote cultural industry, and promote marketing and then have influence on activation of the cultural tourism in Gongju and Buyeo.

Jeollabuk-do Province

Jeollabuk-do province has the Cultural Heritage Department affiliated to the Culture, Sports and Tourism Bureau taking charge of business related to the Baekje Historic Areas in Iksan. The Cultural Heritage Department consists of four teams, namely, cultural policy team, cultural heritage conservation team, religious affair team, historical literature team. The teams do their best to conserve Baekje Historic Areas by conserving World Heritage, establishing cultural heritage conservation management utilization plan, establishing disaster prevention, cultural heritage repair and maintenance. Also, other departments within the Culture, Sports and Tourism Bureau develop cultural facilities, promote cultural industry, and promote marketing and then have influence on activation of the cultural tourism in Iksan.

Gongju City

Gongju City has the Creative City Department affiliated to the Future City Business Bureau taking charge of business related to the Baekje Historic Areas in Gongju. The Creative City Department consists of four teams, namely, tourist city team, world heritage team, city recreation team, geumgang river renaissance team. The world heritage team does their best to conserve Baekje Historic Areas by conducting world heritage extension, utilization, works related to the Organization of the World Heritage Cities, support to the Baekje World Heritage Center.

Buyeo County

Buyeo County has the World Heritage Business Department taking charge of business related to the Baekje Historic Areas in Buyeo. The World Heritage Business Department consists of two teams, namely, heritage policy team, heritage conservation team. The teams do their best to conserve Baekje Historic Areas by constructing world heritage ICT contents, organizing heritage programme, enhancing community capability, and conducting world heritage extension and inscription.

Iksan City

Iksan City has the History and Cultural Heritage Department affiliated to the Cultural Industry Bureau taking charge of business related to the Baekje Historic Areas in Iksan. The History and Cultural Heritage Department consists of five teams, namely, historic city team, ancient city development team, cultural heritage utilization team, cultural heritage facilitiy team, and world heritage team. The world heritage team does their best to conserve Baekje Historic Areas by establishing management plan, utilization and promotion plan, conducting world heritage extension, and works related to the Organization of the World Heritage Cities.

Community

To promote the ongoing world heritage conservation and promotion projects, the Local Community’s Councils were spontaneously constituted. Local residents and the general public can actively participate in world heritage monitoring, conservation and management activities, promotion, and education for Baekje Historic Areas.

Baekje World Heritage Center

Baekje World Heritage Center is an integrated management organization for world heritage Baekje Historic Areas. The roles of center are implenting the recommendation given by UNESCO, conductiong the integrated monitoring and preparing the Periodic Reporting, Establishing management, utilization plan for the Baekje Historic Areas, and Internal and external promoting the Baekje Historic Areas

The Baekje Historic Areas is currently being conserved and managed by the Baekje World Heritage Center with central government, local governments, and local communities.
